Recently, Attorney Zhao Junxi has been invited by Research Association of WTO, an institutional branch subordinated to Ministry of Commerce of China, for participation of Promoting Policy Seminars on Cross-border Investment and Infrastructure Construction within Europe, America and Oceania Markets, which will be held on June 11-12 2011 in Beijing. The conference will be mainly took part in by Ministry of Commerce, Ministry of Foreign Affairs, Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Agriculture, State Development Bank and other relevant ministries as well as officials, experts, academics and those concerned. The meeting aims to further encourage Chinese enterprises to learn how to share economic initiative plans worked out by European, American and Oceania countries, after global financial crisis bursting in 2008, to broaden cooperation with the regional governmental agencies and firms concerned on project investment and infrastructure contracting project, for the seek of policy support measures on the basis of a all-around deep analysis, helping and supporting Chinese enterprises achieve "Going Out" strategy, fully understanding of the European, North American, Oceania, and Latin American countries the economic and trade situations, market opportunities, in order to master policy direction, identify and avoid various of risks, and improve comprehensive competitiveness in international market.

The subjects the conference will mainly involve:

(1) to assist Chinese firms under support of Chinese regulatory rules and policies in carry outing cross-border investment, acquisition & merger, and infrastructure construction;
(2) to explore and develop energy and mineral resources, invest in plant energy and high-tech industry and agriculture, forestry, animal husbandry and fishery investment in Europe, North America, Oceania, Latin America and the Caribbean areas as well as avoid relevant risks, prepare precautions and hold opportunities;
(3) to introduce preferential policies and new market opportunities for agriculture and animal husbandry projects invested by Chinese firms in America, Oceania, Latin America and the Caribbean areas;
(4) the investment and the environmental issues existed in North America, South America, Oceania, the Caribbean and the Pacific island countries;
(5) to acquire mineral resources, invest in plant, develop high-tech and new energy industries in Europe and the Middle East, with introduction of relevant risks of investing forestry, animal husbandry and fishery and of opportunities;
(6) Chinas "Going Out" subsidy applying program for those firms which found business in Europe and American areas;
(7) the introduction of supporting policy of international cooperative special funds set up on the basis of financial, banking, taxation, insurance, agriculture, forestry, animal husbandry, fishery and other measures;
(8) the introduction of lending business of the Development Bank, as well as its purposes, objects, conditions, qualifications and application procedure, which is intended to assist Chinese enterprises in the exploration and development of energy and mineral resources (new energy), establishment of high-tech industrial plants, mergers & acquisitions, the investment of infrastructure and projects relating to agriculture, forestry, animal husbandry and fisheries;
(9) how to find good chances in the global mining industry for merging or reorganizing, or for sharing or holding the foreign mining and energy companies under support of governmental policies;
(10) the introduction of precautions and preventing measures with regard to M & A legal risks of overseas investment confronted by Chinese enterprises being engaged in mineral resources, new energy, agriculture and animal husbandry;
(11) M & A and case studies with regard to investing and building factories abroad by Chinese enterprises being engaged in energy and mineral resource, new energy, high-tech industries and farming (cross-border M & A investment structure / investment tools / financing structure / financial instruments / investment and financing cases, etc.);
(12) the introduction of overseas investment experiences of Chinese enterprises and their primary investment modes and the risks concerned, as well as the other relevant projects.
